Fahim Modak
Director and Co-Founder
Fahim is an entrepreneur and strategic advisor with extensive experience across workforce, health and social care, education and international healthcare. He oversees key client accounts, business leadership and development, and the international growth of the organisation across the UK, MENA, Philippines, South Africa and India. He advises governments and organisations on health and social care strategy, education and healthcare workforce development and service delivery, and has supported high-profile and complex cases across the UK, US and Middle East. Fahim is also an elected Governor of Central and North West London NHS Foundation Trust and a Trustee of Hounslow’s Promise.
Deepak is an entrepreneur and experienced operational leader with an extensive background in healthcare and education workforce services and international operations. He oversees Zentar’s operational infrastructure, service continuity and business resilience, ensuring delivery standards are maintained and services remain responsive without interruption. Deepak works closely with operational teams across the UK and internationally, strengthening systems, capacity and processes to support reliable service delivery and continued growth.

Akshay Kapoor
Director and Co-Founder
Akshay is an entrepreneur with extensive commercial and property experience, supporting the strategic development of Zentar and its wider group of companies. He oversees key operational enhancements across sister companies, including International Staffing Solutions Limited (ISS), helping strengthen infrastructure, efficiency and business performance. Akshay also oversees the Group’s property portfolio for social care, drawing on his extensive property experience to support the identification, development and mobilisation of suitable care environments.
Director of Nursing and Community Services (Registered Manager for CQC)
Dame Donna Kinnair DBE provides senior clinical leadership and governance across our regulated care services. Former Chief Executive and General Secretary of the Royal College of Nursing, she has extensive NHS and local authority experience, including serving as Director of Commissioning for Adult and Children’s Services at Southwark Council. Donna holds several NHS board and charitable Trustee roles, contributing her expertise in clinical governance, health policy and patient care. She has led inquiries and advised the Prime Minister’s Commission on Nursing and Midwifery. She was appointed DBE by Queen Elizabeth II in 2008 for services to nursing.
Justin leads business delivery across Zentar’s Social Care division and brings extensive experience within the social care sector. He works closely with clients, commissioners and operational teams to understand individual service requirements and ensure services are effectively mobilised and delivered around their needs. His role focuses on maintaining strong client relationships, coordinating service delivery and ensuring Zentar provides responsive, sustainable and person-centred care solutions.
Bhargav is Zentar’s Group Head of Operations, bringing over 20 years’ experience leading international teams and large-scale workforce operations. He has successfully led complex RPO programmes of more than 300 staff and has built a strong reputation in the market for mobilisation, operational delivery and performance. At Zentar, Bhargav leads recruitment, bookings, mobilisation and operational teams across the UK and internationally, ensuring the people, systems and capacity are in place to deliver consistently for clients, 24/7.
Head of Compliance and Audit (Nominated Individual for CQC)
Anca leads compliance, governance, audit and quality assurance across the organisation’s regulated care services and workforce operations. She brings more than a decade of experience across social care and the recruitment sector, combining operational knowledge with a strong understanding of regulatory governance and assurance. As Nominated Individual, Anca provides senior oversight of Zentar’s regulated services and works closely with clinical and operational leadership to ensure robust standards, effective controls and continuous improvement. Under Anca’s leadership, the compliance team has proudly maintained a record of successfully passing every external, regulatory and framework audit undertaken across the business.
Sachin leads Zentar’s finance function, with responsibility for financial controls, invoicing, payroll and management information. He works closely with operational teams to ensure strong financial governance and accurate reporting across the organisation. His role also supports commercial planning, contract performance and the financial infrastructure required for continued growth.
